there are motor vehicle statutes that govern how Bicyclists are to use the roadways?
Motor vehicle statutes 14-286a & 14-286b cover Bicyclists use of the roadways. Every person riding a bicycle upon the roadway shall be granted all the rights and is subject to all the applicable duties of a motor vehicle operator. It states that a bicyclist shall ride as near to the right side of the roadway as practicable, except when (1.) making a legal & proper left turn, (2.) passing another vehicle traveling the same direction, (3.) passing pedestrians, parked vehicles, animals or obstructions on the right roadside, and (4.) when the right roadside is closed due to construction or repair.
Bicyclists shall not ride more than two abreast, except on paths or parts of roadways set aside for the exclusive use of bicycles. Bicyclists riding two abreast shall not impede the normal and reasonable movement of traffic and shall ride within a single lane on a roadway.
A bicyclist who violates these laws can be subject to a $92 fine.
