MINUTES
DARIEN POLICE COMMISSION
REGULAR MEETING
SEPTEMBER 2, 2009
 
 
 
1.         CALL TO ORDER
 
The 2,190th meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters. Commissioner Johnson, Commissioner Truebner, Commissioner Harrel, Chief Lovello, Capt. Pavia, Lt. Krois, Officer T. Isaac, and Jan Lesko (Commission Secretary) were present. The meeting was called to order at 5:00 PM. 
 
2.         APPROVAL OF MINUTES
 
Commissioner Truebner made a motion to approve the minutes of the meeting held on August 12, 2009, seconded by Commissioner Harrel. All were in favor. The time was 5:04 PM.
 
3.         OLD BUSINESS
 
Police Department Building
 
Chief Lovello advised that the Darien News will be running an article shortly on the Police Department building project. Discussion was held pertaining to an article referencing the Town would be in a position to look at the project again in six months. Chief Lovello advised that Northeast Communications was at the department yesterday and will be submitting their quote next week for the new communications system. The next Board of Selectmen meeting is on September 14, 2009.
 
False Alarm Fund/Request for Tasers
 
The Commission reviewed a request from Training Sergeant Winn to purchase five new Taser X26 units and repair one Taser X26 unit. The total cost for the new units, repair, warranties, and shipping and handling is $5,457.25. Commissioner Harrel motioned to approve the purchase of five new Taser X26 units and the repair of one Taser X26 unit at a total cost of $5,457.25 to be funded by revenue from the False Alarm fund, seconded by Commissioner Johnson. All were in favor. The time was 5:21 PM.
 
 
4.         NEW BUSINESS
 
Traffic Issues
 
Officer Isaac advised he has received numerous requests for pedestrian stanchions and has determined there is a definite need for a pedestrian stanchion on Corbin Drive in front of the post office and also one at the Leroy West commuter lot. Commissioner Truebner motioned to approve the purchase and placement of two pedestrian stanchions, one on Corbin Drive at the post office and one in the Leroy West commuter lot, seconded by Commissioner Johnson. All were in favor. The time was 5:26 PM.
 
Officer Isaac also advised that Darien High School will be starting a new program this year where the high school will take action against students with motor vehicle violations within a one-mile radius of Darien High School.
 
 
The Hazardous Moving Violations grant is in its last phase. This phase will emphasize schools and bus stops.
 
At this time Chief Lovello stated for the record that he wants to commend the Traffic Division for proving themselves to the community and making a positive impact.
 
Step Increases
 
Lt. Osborne will have completed one year as Lieutenant effective September 10, 2009 and Sgt. Johnson will have completed one year as Sergeant effective September 11, 2009. Both are due to receive merit increases upon approval by the Police Commission. Commissioner Johnson motioned to approve a merit increase for Lt. Osborne effective September 10, 2009 and Sgt. Johnson effective September 11, 2009, seconded by Commissioner Harrel. All were in favor. The time was 5:45 PM.
 
Request for Outside Part-Time Employment
 
Officer Christopher Knight requested permission for outside part-time employment with the understanding that it would not interfere in any way with his employment with the Darien Police Department. Commissioner Harrel motioned to approve Officer Knight’s request for outside part-time employment, seconded by Commissioner Truebner. All were in favor. The time was 5:49 PM.
 
Addition to Agenda
 
Chief Lovello requested that the following items be added to the agenda:
 
a.                   Darien News policy.
b.                   McCabe report.
c.                   Outfitting of patrol vehicles.
d.                   Vehicle cameras.
e.                   Zulu.
f.                     Recent bank robberies.
 
Commissioner Truebner motioned to add the above listed items to the agenda, seconded by Commissioner Harrel. All were in favor. The time was 5:52 PM.
 
Darien News
 
Chief Lovello advised that the Darien News is now requesting the names of persons involved in domestic disputes. Discussion was held pertaining to the negative impact this will have on victims of domestic violence.
 
McCabe Report
 
Chief Lovello, Capt. Komm and Capt. Pavia attended the Darien Police Association meeting last night. Chief Lovello addressed points listed in the McCabe report. A staff meeting will take place tomorrow to go over supervisory issues.
 
Vehicle Outfitters
 
Capt. Pavia advised we are experiencing problems with Fair Auto, the company which currently outfits our fleet. There is another company in Danbury which we will be checking into using.
 
Vehicle Cameras
 
Chief Lovello is starting to gather information regarding in-car cameras for our patrol vehicles. This information will be submitted to the Darien Technology Foundation for their review.
 
K9 Zulu
 
Zulu will be attending the Senior Men’s meeting on October 7, 2009.
 
Recent Bank Robberies
 
Lt. Bussell was commended by the Police Commission for his efforts in coordinating the joint investigative efforts leading to the identification and arrest of the two suspects responsible for at least 13 area bank robberies, including two in Darien.
 
 
5.         ADJOURNMENT
 
There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Truebner.   All were in favor. The time was 6:11 PM.
