MINUTES

DARIEN POLICE COMMISSION

SPECIAL MEETING

AUGUST 21, 2013

1.         CALL TO ORDER

 

The 2,263rd meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters.  Commissioner Johnson, Commissioner Harrel, Commissioner Huffard, Chief Lovello, Lt. Duignan, Officer Scott Macniven, Officer Derek Mulcahy and Jan Lesko (Commission Secretary) were in attendance.  Channel 79 was present to tape the meeting.  The meeting was called to order at 4:00 PM.

 

2.         APPROVAL OF MINUTES

 

Commissioner Harrel motioned to approve the minutes of the meeting held on July 17, 2013, seconded by Commissioner Huffard.  All were in favor.  The time was 4:02 PM.

 

3.         CORRESPONDENCE

 

There was no correspondence to review.

 

4.         DEPARTMENT ACTIVITY

 

There were a few motor vehicle burglaries in recent weeks in the area of Patricia Lane and Dubois Street.  Vehicles have also been burglarized at the train stations and airbags have been stolen.

 

The person who was arrested in connection with the Casement Street incident was arraigned in court this morning.  He had been hospitalized for the past two weeks.  There will be some overtime expense due to the necessitation of guarding him while in the hospital.

 

A female who was under arrest assaulted Officer Benedetto while in the booking area.  He was bitten on the arm.

 

Commissioner Harrel inquired as to the impact on the Communications Desk due to the recent Cablevision outage.  While some area towns reported a high number of residents calling 9-1-1 to report their loss of cable services, the Darien Police Department did not experience a high number of calls.  Chief Lovello advised that the public needs to be aware that loss of cable services is not a police matter and residents need to call their cable company and not the Police Department.

 

 

5.         OLD BUSINESS

 

Promotional Examinations for the ranks of Captain and Sergeant

 

BadgeQuest, Inc. has been engaged to conduct the promotion examination for the rank of Captain.  The tentative date of the assessment center is October 28, 2013.  A request is pending with the Board of Selectmen and Board of Finance for funding to conduct the promotion examination for the rank of Sergeant.

 

 

 

 

Entry Level Examination for the Rank of Patrol Officer

 

The entry level examination for the rank of Patrol Officer will be open to certified police officers only.  Sgt. Lawlor is placing an advertisement on the P.O.S.T. website this week and the application will be available online.  A testing date has not yet been set.  In the event we are unable to attract suitable candidates, a general entry test will be conducted.

 

School Security Update

 

Lt. Duignan advised the Commission that school security assessments are underway with some having already been completed.  The purpose of the assessments is to identify any vulnerabilities and security issues that need to be addressed.  Mike Lynch and Jim Stamatis have been present at all assessments and have been a tremendous asset.  Assessment reports will be forwarded to the Chief as the assessments are completed.

 

Schools open on August 26 and School Liaison Officers will be present at their assigned schools.  The School Liaison Program has been working closely with the Superintendent of Schools and school principals.  The Police Department currently has no involvement with the Board of Education’s Campus Monitor program.  Commissioner Harrell noted that lack of communication between Town departments is not helpful and the Board of Education should be working with the Police Department and Police Commission as the Police Department would be responding in case of emergency.  Commissioner Johnson added that there should be a relationship with the Police Department as the campus monitors need to know the proper protocol in an emergency.

 

6.         NEW BUSINESS

 

Traffic Issues

 

Request for Traffic Bollards on Overbrook Lane – Lt. Anderson received a request from residents of Overbrook Lane to install three hi-viz green traffic bollards with speed limits legend.  Commissioner Harrel motioned to defer this item until Lt. Anderson can be present to share in the discussion, seconded by Commissioner Johnson.  All were in favor.  The time was 4:35 PM.  In the interim, traffic enforcement will be increased in this area.

Marine Unit

 

Officers Macniven and Mulcahy provided the Commission with a report on the current activity of the Department’s Marine Unit.  The Police Boat is in service with two new engines, a new pump, and a new VHF radio.  There is about one more month of active patrol remaining and to date there have been no major incidents this season.  The biggest problem faced by the marine officers is the number of uneducated, inexperienced boaters.  Both Officers Macniven and Mulcahy emphasized the need for boaters to take safe boating courses and to make sure they have sufficient emergency equipment with them in their boats.  The Marine Unit is available to respond to emergencies throughout the whole year.

 

 

 

 

 

 Letter of Resignation – Officer Theodore Garbera

 

A letter of resignation received from Officer Theodore Garbera was reviewed by the Commission.  Officer Garbera is joining the Norwalk Police Department.  On behalf of the Darien Police Commission, Commissioner Johnson thanked Officer Garbera for his three years of service to the Town of Darien and with regret motioned to accept his resignation effective August 29, 2013, seconded by Commissioner Harrel.  All were in favor.  The time was 4:55 PM.

 

False Alarm Account

 

Chief Lovello requested the use of $3,000 from the False Alarm account to cover the annual dues for ICAC (Internet Crimes Against Children).  Officer Noto is assigned to ICAC and in past years the dues were funded by a grant which is no longer available.  Commissioner Harrel motioned to approve the use of $3,000 from the False Alarm account to pay the annual dues for ICAC, seconded by Commissioner Huffard.  All were in favor.  The time was 5:00 PM.

 

 

7.         ADJOURNMENT

 

There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Harrel.   All were in favor.  The time was 5:03 PM.
