DARIEN POLICE COMMISSION
OCTOBER 9, 2013
1. CALL TO ORDER
The 2,265th meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters. Commissioner Johnson, Commissioner Harrel, Commissioner Huffard, Chief Lovello, Lt. Anderson, and Jan Lesko (Commission Secretary) were in attendance. The meeting was called to order at 4:00 PM.
2. APPROVAL OF MINUTES
Commissioner Huffard motioned to approve the minutes of the meeting held on September 18, 2013, seconded by Commissioner Harrel. All were in favor. The time was 4:03 PM.
A letter received from The Depot thanking Lt. Anderson for his assistance in providing the light tower for The Depot’s basketball tournament.
4. DEPARTMENT ACTIVITY
School Resource Officer James Palmieri recently participated in a panel in upstate Connecticut which was using Darien as a model for the School Resource program.
There was a bomb scare at Whole Foods. The building was evacuated and the site was cleared by the Stamford Police Department bomb dog.
An incident occurred at Tokeneke School where a 4-year old child was reported missing. The child was found safe within the school.
The Wee Burn Gun Club, which operates on Saturdays and Sundays, opened its season this week.
The only impact the Metro North shutdown has had in Darien is a higher volume of traffic. The railroad lots have been relatively empty.
The crosswalk at the intersection of Nearwater Lane and Pasture Lane was installed today.
5. OLD BUSINESS
Promotional Examinations for the ranks of Captain and Sergeant
A representative from BadgeQuest, Inc. was at headquarters on September 30th and conducted an orientation for the upcoming Captain promotional examination. The test/assessment will be conducted on October 28th. The examination for the Sergeant promotional examination will be conducted on November 21st. Due to the Thanksgiving holiday, oral assessments will take place in early December.

Entry Level Examination for the Rank of Patrol Officer
The entry level examination for the rank of Patrol Officer will be open to certified police officers only. The deadline for applications is October 10th. The written examination will take place within the next two weeks.
Permit Parking – Hollow Tree Ridge Road on I-95 Overpass
Discussion was continued concerning the possibility of allowing permit parking on Hollow Tree Ridge Road on the I-95 overpass. The Dept. of Public Works advised it would be problematic during snow and/or ice conditions. The parallel parking spaces could also create a safety issue. Commissioner Harrel motioned that the Police Commission, as the Town’s Legal Traffic Authority, not endorse or approve permit parking on Hollow Tree Ridge Road on the I-95 overpass, seconded by Commissioner Johnson. All were in favor. The time was 4:15 PM.

Discussion was continued concerning the possibility of allowing permit parking on Mechanic Street. The Dept. of Public Works advised it would be problematic during snow and/or ice conditions. No Parking on Post Road at Noroton Avenue
A letter has been sent to the State Traffic Commission requesting that parking be prohibited on the Post Road eastbound at Noroton Avenue in front of St. John’s Church. Letters are also being sent to the area businesses advising them of this request.
A hi-viz green traffic bollard with a speed limit legend was installed on Overbrook Lane this date.
Congregational Church Traffic Issues
School Zone signs have been acquired and will be installed by the Dept. of Public Works.
Middlesex Road near Colony Road – Signage
High visibility chevrons and reflective markings for the sign poles have been ordered to enhance the traffic signage on Middlesex Road near Colony Road.

6. NEW BUSINESS
Tokeneke 5K Fun Run
A request was received for permission to hold the Tokeneke 5K Fun Run on Sunday, November 24, 2013 with a route that would utilize Old Farm Road, Driftway Lane, and Tokeneke Road. Discussion was held concerning the late notice and thus the shortage of time for planning, numerous safety issues on the roads in the proposed route, and the high number of road events (26) which currently occur on an annual basis in Darien. Commissioner Harrel motioned to deny the request for the Tokeneke 5K Fun Run on November 24, 2013, seconded by Commissioner Huffard. All were in favor. The time was 5:05 PM.
Establish Speed Zone on Herman Avenue
A request was received from a resident of Herman Avenue for the Town’s Legal Traffic Authority (Police Commission) to petition the STC to establish a 25 MPH zone on Herman Avenue. There are currently no speed limits on Herman Avenue. Commissioner Harrel motioned to approve the request to establish a 25 MPH speed zone on Herman Avenue, seconded by Commissioner Huffard. All were in favor. The time was 5:10 PM.
Traffic/Parking Issues at the new Allen O’Neill/The Heights Housing Complex
Traffic and parking issues are occurring in the parking area of The Heights housing complex. Because this is considered private property, police can only enforce violations pertaining to the fire lanes and handicapped spaces.
There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Harrel. All were in favor. The time was 5:15 PM.

A Special Meeting is scheduled for Thursday, November 14, 2013 at 5:00 PM.
