MINUTES
DARIEN POLICE COMMISSION
SPECIAL MEETING
NOVEMBER 14, 2013

 

1. CALL TO ORDER

The 2,268th meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters.  Commissioner Johnson, Commissioner Harrel, Commissioner Huffard, Chief Lovello, Lt. Bussell, and Jan Lesko (Commission Secretary) were in attendance.  The meeting was called to order at 5:00 PM. 

2. APPROVAL OF MINUTES

Commissioner Harrel motioned to approve the minutes of the meeting held on October 9, 2013 and November 13, 2013 seconded by Commissioner Huffard.  All were in favor.  The time was 5:03 PM.

3. CORRESPONDENCE

A letter from Darien resident Rob Farley was reviewed.  Mr. Farley praised ACO Chip Stahl for his professionalism, compassion and understanding in regards to a situation with their dog.  The Commission expressed for the record the outstanding service ACO Stahl provides to the Town of Darien.

A letter from New Canaan Police Department commending the services of Officer Kerry Pirone during her assistance with an incident in New Canaan.  The Commission commended Officer Pirone for her fine service.

An anonymous letter was reviewed criticizing special duty officers serving at Election Day posts for not knowing off-hand the holiday schedule for the Post Office and the Dept. of Public Works.

The Commission was made aware of a letter received from the Candlewood Lake Authority Marine Patrol wherein they advertise for part-time marine officers.  There is no interest in this position from Darien police officers at this time.


4. DEPARTMENT ACTIVITY

Activity at the Department has been fairly routine.  There were a couple of domestic violence incidents and a stolen vehicle from one of the railroad lots.

6. NEW BUSINESS

All Night Parking Regulation

To ensure that public roads are clear to enable snow removal, Commissioner Johnson motioned that the following order be instituted:

Pursuant to C.G.S. 14-307 the Darien Police Commission, acting as Legal
Traffic Authority for the Town of Darien, hereby prohibits all night parking on
public roads between the hours of 2:00 AM and 6:00 AM commencing
December 1, 2013 and ending March 31, 2014.

This motion was seconded by Commissioner Harrel. All were in favor.  The time was 5:15 PM.

Recognition of Animal Control Officer Chip Stahl

Chief Lovello advised the Commission of the exceptional service that Animal Control Officer Chip Stahl has been providing to the Town of Darien.  He is routinely called by other towns requesting his expertise on various matters.  The Commission commended Animal Control Officer Stahl for his fine service.

Goatee Fundraiser for Jenna’s Fund

A request was received from Officer Luke Adams for permission to conduct a fundraiser for Jenna’s Fund.  Funds raised are donated to the Leukemia and Lymphoma Society in the name of Jenna Dos Santos, daughter of Officer Michael Dos Santos.  For a donation of $50 per month, male officers would be permitted to grow a neat, well-groomed goatee and female officers would be able to wear stud-type earrings.  Commissioner Harrel motioned to approve the fundraiser for Jenna’s Fund for a period of three months beginning December 1, 2013 and ending February 28, 2014, seconded by Commissioner Huffard.  All were in favor.  The time was 5:20 PM.

False Alarm Account

Lt. Ronald Bussell requested the use of $4995 from the False Alarm account for the purchase of a new “wire” for the Detective Division and SEU to replace antiquated equipment.  The present system was purchased in 2008 and is malfunctioning.  The system is manufactured by SurTec and has a built-in GPS for added safety.  Commissioner Harrel motioned to approve the use of $4995 from the False Alarm account for the purchase of a new “wire” for the Detective Division, seconded by Commissioner Huffard.  All were in favor.  The time was 5:25 PM.

Chief Lovello requested the use of $700 from the False Alarm account for the purchase of two Speed Sentry brackets.  Commissioner Harrel motioned to approve the use of $700 from the False Alarm account for the purchase of two Speed Sentry brackets, seconded by Commissioner Johnson.  All were in favor.  The time was 5:28 PM.

7. ADJOURNMENT

There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Harrel.   All were in favor.  The time was 5:30 PM.
