DARIEN POLICE COMMISSION
DECEMBER 4, 2013
1. CALL TO ORDER
The 2,269th meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters. Commissioner Johnson, Commissioner Huffard, Chief Lovello, Capt. Anderson and Jan Lesko (Commission Secretary) were in attendance. Commissioner Harrel joined the meeting via telephone but did not vote on any motion. The meeting was called to order at 4:00 PM.
2. APPROVAL OF MINUTES
Commissioner Johnson motioned to approve the minutes of the 2,267th meeting held on November 14, 2013, seconded by Commissioner Huffard. All were in favor. The time was 4:03 PM. A letter from a Darien resident commending the services of Det. Mark Cappelli and Det. T.J. Whyte was reviewed. The Commission recognized the excellent service of these two officers.
4. DEPARTMENT ACTIVITY
A press release has been issued concerning a nail which was found in a cookie at Panera Bread. This does not appear to be a malicious incident. A press release was issued seeking information on a cold case from 1978. The goatee fundraiser for Jenna’s Fund has raised over $2,000 to date. An iPhone was reported stolen from Equinox and gift cards were reported stolen from CVS. A football sign was stolen from Darien High School. All Night Parking enforcement is underway. There were large crowds in downtown Darien during the nighttime hours of the Thanksgiving weekend, primarily due to the increased number of bars and restaurants.
5. OLD BUSINESS
A total of 20 officers participated in the oral interview segment of the promotional examination for the rank of Sergeant on December 2nd and 3rd. Two officers had previously withdrawn from the process. BadgeQuest, the testing firm, was very impressed with the quality of the officers they interviewed. Results will be received in 7-10 days. Police Commission interviews are scheduled for January 2, 2014.
The two entry level candidates that were given a conditional job offer are in the process of completing several pre-employment examinations. It is hoped that both will be joining the Department in mid-January.

6. NEW BUSINESS
Request for New Road Race - YMCA
The Darien YMCA requested approval to conduct a 5K road race on Saturday, May 31, 2014. It is anticipated there will be 150-175 runners. The race would begin at 5:30 PM and last approximately 40 minutes. The route would entail leaving the YMCA and going to Weed Beach via Nearwater Lane and then back again. There are currently 26 road events annually in Darien and this race would occur in the same week as the Memorial Day parade. The Commission will not approve any new road events until current road events can be reviewed. Capt. Anderson will have a list of road events available for the next Commission meeting at which time the Commission will continue discussion on this subject.
Potential Department Transfers
The recent promotion of Sgt. Lawlor to the rank of Lieutenant creates an opening for Training Sergeant. Two sergeants have expressed an interest in this position.
The 2-year term for the position of Administrative Lieutenant expires in January. Lt. Osborne is currently serving in that position.
7. EXECUTIVE SESSION
Commissioner Johnson motioned to enter into Executive Session for the purpose of discussing a personnel matter, seconded by Commissioner Huffard. All were in favor. The time was 4:30 PM. A motion was made by Commissioner Huffard to reconvene in Public Session, seconded by Commissioner Johnson. All were in favor. The time was 5:11 PM.
There being no other business to be considered, Commissioner Huffard motioned to adjourn, seconded by Commissioner Johnson. All were in favor. The time was 5:12 PM.
