DARIEN POLICE COMMISSION
JANUARY 15, 2014
1. CALL TO ORDER
The 2,272nd meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters. Commissioner Johnson, Commissioner Huffard, Commissioner Joyce, Chief Lovello, Capt. Pavia, Capt. Anderson, Lt. Duignan and Jan Lesko (Commission Secretary) were in attendance. The meeting was called to order at 4:00 PM.
Newly-appointed Police Commissioner Tom Joyce was introduced and welcomed to those in attendance.
2. APPROVAL OF MINUTES
Commissioner Huffard motioned to approve the minutes of the 2,270th meeting held on January 2, 2014, seconded by Commissioner Johnson. All were in favor. The time was 4:03 PM.

3. DEPARTMENT ACTIVITY
The missing 15-year old runaway was located in Bridgeport. The Detective Bureau is investigating a significant ATM scam involving a loss of $33,000 from a Darien resident.
4. OLD BUSINESS
Proposed Budget for Fiscal year 2014/2015
The Commissioners were given preliminary copies of the Department’s proposed budget for fiscal year 2014/2015. Chief Lovello advised that the significant items are overtime and civilian dispatcher. The proposed budget will be presented to the Board of Selectmen on January 29th.
Civilian Dispatcher Position
Chief Lovello is gathering information regarding the use of civilian dispatchers from agencies similar in size to Darien. He has spoken with Farmington Police Department and will be reaching out to Newtown Police Department this week.
Installation of Cablevision Camera on Monopole
Cablevision, with the approval of the Board of Selectmen, will be installing one of their cameras on the top of the Department’s monopole tomorrow. During the installation, additional osprey deterrents will be installed.
5. NEW BUSINESS
Hoyt Street – The Selectmen’s Office has been receiving recent inquiries from residents regarding additional safety enhancements on Hoyt Street near Talmadge Hill. Lt. Anderson

advised that lighted signage has been installed. No additional enhancements can be made until a response is received from the State Traffic Commission.
The Darien High School lighting initiative is becoming active again.
Request for No Parking on the Post Road in front of St. John’s Church – Still waiting for a response from State DOT/STC.
The State recently installed additional school signage at the Darien Public Schools.
YMCA Road Race – Capt. Pavia met with the organizer of the proposed YMCA road race. She was informed that holding the race between May and October is not an option.
False Alarm Account
Chief Lovello requested the use of $2500 from the False Alarm account to fund the continuation of Brazilian Jujitsu training. Commissioner Joyce motioned to approve the use of $2500 from the False Alarm account to fund the Brazilian Jujitsu training, seconded by Commissioner Huffard. All were in favor. The time was 4:38 PM.
Commissioner Johnson motioned to enter Executive Session for the purpose of discussing a personnel matter, seconded by Commissioner Huffard All were in favor. The time was 4:40 PM. Commissioner Johnson, Commissioner Huffard, Commissioner Joyce and Chief Lovello were in attendance.
A motion was made by Commissioner Johnson to reconvene in Public Session, seconded by Commissioner Huffard. All were in favor. The time was 5:17 PM.
There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Joyce. All were in favor. The time was 5:19 PM.
