DARIEN POLICE COMMISSION

1. CALL TO ORDER
The 2,275th meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters. Commissioner Johnson, Commissioner Joyce, Chief Lovello, Capt. Anderson, Lt. Duignan, Officer Mastroianni and Jan Lesko (Commission Secretary) were in attendance. The meeting was called to order at 4:00 PM.
2. APPROVAL OF MINUTES
Commissioner Johnson motioned to approve the minutes of the 2,274th meeting held on March 5, 2014, seconded by Commissioner Joyce. All were in favor. The time was 4:03 PM.
The Commission reviewed a letter received from Stamford Police Department extending thanks for Darien Police Department participation and assistance for the funeral of a deceased Stamford police officer.
4. DEPARTMENT ACTIVITY
There was a domestic assault on Stephanie Lane where the wife sustained injuries. An individual was arrested and charged with 5 counts of stalking. A mother was arrested and charged with Risk of Injury to a Minor when she left her 5-year old home alone. There was an incident at Middlesex Middle School involving text threats between 11-year old and 12-year old students. A subject was impersonating a police officer on West Avenue. There was a report of a man exposing himself to a patron at the Darien Library. Arrests were made on Monday involving subjects attempting to make a withdrawal from a fraudulent account they previously set up at TD BankNorth. The IRS is involved in this investigation.
Field-Based Report training is taking place this week as well as Regional Review training. Defensive Tactics and Firearms training will be taking place shortly.
5. OLD BUSINESS
Proposed Budget for Fiscal Year 2014/2015
Chief Lovello advised that two members of the Board of Finance, Jamie McLaughlin and Bruce Orr, met at Police Headquarters on March 18th to review the Department’s proposed budget for fiscal year 2014/2015. Considerable time was spent discussing the Civilian Dispatcher proposal.

6. NEW BUSINESS
Request for Outside Employment – Sgt. Johnson
A request was received from Sgt. Johnson requesting permission to engage in outside employment. As proprietor of his own company, Ascendant Policing Solutions, he would be providing contract-based professional or technical services. Commissioner Johnson motioned to approve Sgt. Johnson’s request to engage in outside employment with the understanding that it does not conflict with his duties and responsibilities at the Darien Police Department, seconded by Commissioner Joyce. All were in favor. The time was 4:20 PM.
Capt. Anderson met with First Selectwoman Stevenson to discuss additional permit parking on Old Kings Highway South and Mechanic Street. He advised the Commission that if permit parking were allowed on one side of Old Kings Highway South between Corbin Drive and Center Street, 12-16 parking spaces could be designated as Permit Parking. Commissioner Joyce motioned that the Police Commission, acting as the Town’s Legal Traffic Authority, approve the proposed plan by the First Selectwoman to establish permit parking on one side of Old Kings Highway South between Corbin Drive and Center Street, seconded by Commissioner Johnson. All were in favor. The time was 4:23 PM.
7. EXECUTIVE SESSION
Commissioner Johnson motioned to enter Executive Session for the purpose of discussing contract issues, seconded by Commissioner Joyce All were in favor. The time was 4:25 PM. Commissioner Johnson, Commissioner Joyce, Chief Lovello and Capt. Anderson were in attendance.
A motion was made by Commissioner Johnson to reconvene in Public Session, seconded by Commissioner Joyce. All were in favor. The time was 5:00 PM.
There being no other business to be considered, Commissioner Joyce motioned to adjourn, seconded by Commissioner Johnson. All were in favor. The time was 5:02 PM.

The next meeting of the Police Commission is scheduled for Wednesday, April 16, 2014 at 4:00 PM.
