JANUARY 2, 2014




1.         CALL TO ORDER


The 2,271st meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters.  Commissioner Johnson, Commissioner Harrel, Commissioner Huffard, Chief Lovello, Capt. Pavia, Capt. Anderson and Jan Lesko (Commission Secretary) were in attendance.  The meeting was called to order at 3:00 PM.




Commissioner Johnson motioned to approve the minutes of the meeting held on December 4, 2013, seconded by Commissioner Huffard.  All were in favor.  The time was 3:03 PM.




The Detective Bureau is currently investigating a scam operation which is purportedly selling tee shirts to benefit Darien High School.  Department activity was quiet over the holiday period.


4.         OLD BUSINESS


Promotional Test for Rank of Sergeant


Scores for the written examination for the rank of Sergeant were re-run by the testing agency due to appeals.  This did not affect the ranking of the top three officers who were then sent to the Police Commission for oral interviews.


Entry Level Candidates


Testing is complete on the two entry level candidates.  The background investigations are currently underway and once those are complete, a hire date can be set.


Request for New Road Race - YMCA


Considerable discussion was held concerning a request from the YMCA to conduct a road race on May 31, 2014.  A list of currently scheduled town events was reviewed and it was determined that no additional events can be scheduled from May through October, inclusive.  Capt. Anderson will meet with the representative of the proposed YMCA road race and advise her that the road race has been provisionally declined for the month of May.


Personnel Transfers


The recent promotion of Sgt. Lawlor to the rank of Lieutenant created an opening for Training Sergeant.  Sgt. Robert Shreders has been selected as the Department’s Training Sergeant.

Additional personnel transfers taking effect in January are as follows:


Sgt. Johnson will transfer from the Detective Bureau to Patrol, midnight shift.


Sgt. Whyte will transfer from the Detective Bureau to Patrol.


Officer Mastroianni will transfer from Patrol to the Detective Bureau.


Lt. Osborne will transfer from Admin. Lt. (days) to Patrol, midnight shift.


Lt. Vitone will transfer from Patrol, midnight shift to Admin. Lt. (days).


5.         NEW BUSINESS


Proposed Budget for Fiscal year 2014/2015


Chief Lovello advised that the Department’s proposed budget for fiscal year 2014/2015 has been completed in MUNIS.  A print copy is unavailable at this time.



6.         ADJOURNMENT


Prior to adjournment, Commissioner Harrel announced that after 8 years of service, he will be submitting his letter of resignation from the Darien Police Commission effective Monday, January 6, 2014.  Commissioners Johnson and Huffard thanked him for his years of service and wished him well.  There being no other business to be considered, Commissioner Huffard motioned to adjourn, seconded by Commissioner Johnson.   All were in favor.  The time was 4:00 PM.
