DARIEN POLICE COMMISSION
FEBRUARY 6, 2014
1. CALL TO ORDER
The 2,273rd meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters. Commissioner Johnson, Commissioner Huffard, Chief Lovello, Capt. Pavia, Capt. Anderson, Lt. Duignan and Jan Lesko (Commission Secretary) were in attendance. The meeting was called to order at 4:05 PM.
2. APPROVAL OF MINUTES
Commissioner Huffard motioned to approve the minutes of the 2,272nd meeting held on January 15, 2014, seconded by Commissioner Johnson. All were in favor. The time was 4:06 PM.
3. DEPARTMENT ACTIVITY
Four catalytic converters were stolen from Jeeps parked in the Noroton Heights railroad lot. We received a couple of scam alerts. There is continuing investigation regarding recent CVS larcenies. Lt. Duignan reported that during recent lockdown drills great improvement in security was seen at Hindley School, Middlesex Middle School, and Darien High School as a result of some recent security upgrades.
There was a home invasion on Priscilla Lane. The homeowner received minor injuries. The alleged perpetrators were apprehended shortly after on Hollow Tree Ridge Road by Officers T. Isaac and J. Martin.
4. OLD BUSINESS
Proposed Budget for Fiscal Year 2014/2015
The Department’s proposed budget for fiscal year 2014/2015 was presented to the Board of Selectmen on January 29th. It is still in the early stages of the process.
Civilian Dispatcher Position
Chief Lovello prepared a formal report for submission with the proposed budget regarding the necessity of instituting a civilian dispatcher position.
5. NEW BUSINESS
Police Commission Secretary Position
There is currently a vacancy for Police Commission Secretary which was formerly held by Commissioner Harrel. Commissioner Johnson motioned that Commissioner Kim Huffard be appointed as Police Commission Secretary, seconded by Commissioner Huffard. All were in favor. The time was 4:35 PM.

Cops and Kids Adventure – Funding
For the past three years the Town of Darien has received a $10,000 state grant to fund the Cops and Kids Adventure program which is run in conjunction with The Depot and we are no longer eligible to receive state funds for this program. Cops and Kids has been a highly successful and popular program which the Police Department and The Depot would like to continue. In order for this to happen, we need to identify sources of funding for this program.
DOT Signage at I-95 Exit 12 Ramp – Lt. Anderson advised that the State DOT is currently installing new signage at the I-95 Exit 12 exit ramp.
Proposed Signage at Noroton Heights Railroad Lot – Darien Dept. of Public Works, with concurrence from the Police Department, will be installing new signage at the Noroton Heights railroad lot to re-establish proper traffic flow in the lot.
False Alarm Account
Chief Lovello advised the Commission that the Department’s K-9 officer is unable to utilize the Town’s contracted car wash for Unit 12 as Zulu is always present in the car. Officer Aranzullo has found a car wash near his residence in Shelton that will clean his vehicle for a monthly charge of $34.95. This proposal has been submitted to Town Administrator Karl Kilduff for his approval.
There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Huffard. All were in favor. The time was 4:55 PM.
