MINUTES

DARIEN POLICE COMMISSION

SPECIAL MEETING

FEBRUARY 3, 2011

1.         CALL TO ORDER

The 2,222nd meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters.  Commissioner Johnson, Commissioner Santarella, Chief Lovello, Lt. Osborne and Jan Lesko (Commission Recording Secretary) were present.  Commissioner Harrel is undergoing medical treatment in Florida and monitored the meeting via telephone but did not introduce or vote on any motion.  The meeting was called to order at 4:00 PM.

2.         APPROVAL OF MINUTES

Commissioner Santarella motioned to approve the minutes, as amended, of the meeting held on January 5, 2011, seconded by Commissioner Johnson. All were in favor. The time was 4:03 PM.

 3.         CORRESPONDENCE

A Recommendation for Commendation for Officer Patrick Clohessy was reviewed by the Commission.  A domestic issue occurred on December 4th which involved an individual on a house rooftop with hatchets.  Officer Clohessy successfully talked the subject down from the roof, diffusing a potentially dangerous situation.  Commissioner Johnson motioned that the Police Commission endorse this Recommendation for Commendation for Officer Clohessy, seconded by Commissioner Santarella.  All were in favor.  The time was 4:15 PM.

A Recommendation for Commendation for Officer Nicholas Aranzullo was reviewed by the Commission.  On January 13th an elderly man was choking at a local eatery.  Officer Aranzullo was first to arrive at the scene and found the gentleman blue and unresponsive.  He performed the Heimlich maneuver which caused the man to expel food which had been lodged in his airway.  Without Officer Aranzullo’s immediate intervention the man would have most certainly expired.  Commissioner Johnson motioned that the Police Commission endorse this Recommendation for Commendation for Officer Aranzullo, seconded by Commissioner Santarella.  All were in favor.  The time was 4:22 PM.

A letter commending the services and professionalism of Officer Daniel Ehret at the scene of a motor vehicle accident on January 5th was received from Darien resident Carolyn Greene.

4.         DEPARTMENT ACTIVITY

Chief Lovello advised the Department is experiencing its usual activity for this time of year.  Limited power outages were experienced during the recent storms.  A budget review meeting will take place on Monday, February 7th.

5.         OLD BUSINESS

Police Department Building Project

Bids have been awarded and contractors will begin work on Monday, February 7th.  Movers will be at headquarters on Monday or Tuesday and construction of the temporary locker rooms will begin.  Chief Lovello acknowledged the work of Officer T.J. Whyte for coordinating the preparation of the building for demolition.

6.         NEW BUSINESS

Traffic Issues

Fireworks 2011 – The first meeting was held with various town representatives regarding the planned fireworks display on July 4th at Darien High School.

False Alarm Fund

Chief Lovello requested funds in the amount of $950 from the False Alarm account to purchase one Taser unit.  This Taser is needed to replace a damaged unit.  Commissioner Johnson motioned to approve funds in the amount of $950 to cover the purchase of one new Taser unit, seconded by Commissioner Santarella.  All were in favor.  The time was 4:40 PM.

Probationary Officer

Chief Lovello advised that on January 31, 2011, Officer James Palmieri successfully completed his one-year police officer probationary period.  Commissioner Santarella motioned that Probationary Patrol Officer James Palmieri be appointed Patrol Officer as of January 31, 2011, seconded by Commissioner Johnson.  All were in favor.  The time was 4:45 PM.

There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Santarella.   All were in favor.  The time was 6:00 PM.
