DARIEN POLICE COMMISSION
FEBRUARY 8, 2012
1. CALL TO ORDER
The 2,241st meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters. Commissioner Johnson, Commissioner Harrel, Commissioner Santarella, Chief Lovello, and Jan Lesko (Commission Secretary) were in attendance. The meeting was called to order at 2:05 PM.
2. APPROVAL OF MINUTES
Commissioner Santarella motioned to approve the minutes of the meeting held on January 18, 2012, seconded by Commissioner Harrel. All were in favor. The time was 2:07 PM.
3. NEW BUSINESS
Promotions – Lieutenant and Sergeant
The Police Commission met earlier in the day in Executive Session to conduct promotion interviews for the ranks of Lieutenant and Sergeant. Three candidates were interviewed for the rank of Lieutenant – John Lawlor, William Duignan, and Jeremiah Johnson. During his interview, Sgt. Lawlor advised the Commission that he did not wish to be further considered for promotion to Lieutenant at this time as he desired to continue as Training Sergeant. The Commission then proceeded to interview the other two candidates. Commissioner Harrel moved that Sgt. William Duignan be promoted to the rank of Lieutenant, seconded by Commissioner Santarella. All were in favor. The time was 2:15 PM.
Three candidates were interviewed for the rank of Sergeant – Thomas Moore, Thomas Whyte, and Nicholas Aranzullo. Commissioner Harrel moved that Officer Thomas Moore be promoted to the rank of Sergeant, seconded by Commissioner Santarella. All were in favor. The time was 2:20 PM.
Commissioner Johnson stated for the record that the Police Commission was very impressed by the interview of Sgt. Johnson and had regret that Sgt. Lawlor declined to be further interviewed, although they did appreciate his reasoning. Also, the Commission was extremely impressed by the interviews of Officers Whyte and Aranzullo.
Recommendation of Commendation
The Commission reviewed Chief Lovello’s Recommendation for Commendation for Officers Michael Cummings and Dan Noto regarding their actions on January 24, 2012 involving a juvenile threatening to harm or kill himself. Commissioner Johnson, on behalf of the Police Commission, acknowledged the good work of Officer Cummings and Officer Noto and motioned to endorse the Recommendation for Commendation, seconded by Commissioner Harrel. All were in favor. The time was 2:30 PM.
A letter from Darien resident James Rongoe, Jr. commending the services of Officers Michael Cummings and Thomas Whyte was reviewed and the Commission acknowledged their good work.
4. DEPARTMENT ACTIVITY
Progress is being made on some of the bureau investigations, including the David Harvey Jewelers investigation. Progress is also being made on the 2nd floor burglary investigations.
5. OLD BUSINESS
Status of Police Department Building Project
A meeting of the Police Department Building Committee will be held next Wednesday. Commissioner Johnson noted that the stairs leading to the Communications trailer are slippery and advised that some type of tread should be placed on the steps. He also advised that some umbrellas should be kept in the trailer for Department use.
There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Harrel. All were in favor. The time was 2:45 PM.
