MINUTES

DARIEN POLICE COMMISSION

REGULAR MEETING

MARCH 2, 2011

1.         CALL TO ORDER

The 2,223rd meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters.  Commissioner Johnson, Commissioner Santarella, Chief Lovello, Lt. Anderson and Jan Lesko (Commission Recording Secretary) were present.  Commissioner Harrel is undergoing medical treatment in Florida and monitored the meeting via telephone but did not introduce or vote on any motion.  The meeting was called to order at 5:00 PM.

2.         APPROVAL OF MINUTES

Commissioner Santarella motioned to approve the minutes of the meeting held on February 3, 2011, seconded by Commissioner Johnson.  All were in favor. The time was 5:03 PM.

3.         CORRESPONDENCE

A letter commending the services of Officer Edward Schildnecht at the scene of a motor vehicle accident was received from Darien resident Joyce Morgan.

A letter commending the services of Sgt. Jeremiah Johnson involving an invaded email account was received from Darien resident Thomas Reifenheiser.

A letter commending the services of Officer Dan Noto regarding a blocked driveway on February 1st was received from Darien resident Margarida Caldeira.

A letter commending the services of Officers Dan Gorton and Robert Dahm involving a malfunctioning alarm system on February 18th was received from Darien resident Ian Appleby.

A letter commending the services provided by the Darien Police Department during a funeral escort was received from Mrs. Albert Ayres.

4.         DEPARTMENT ACTIVITY

Ring’s End Lumber experienced a series of thefts involving employees.

There have been reported motor vehicle burglaries and one stolen vehicle.

The suspect in the Bank of America robbery in 2010 has been identified and located in California.

5.         OLD BUSINESS

Police Department Building Project

The temporary locker rooms are now in use and the back portion of the building has been sealed off.  The Motorola products in the original bid for Communications are no longer available.  The current products have more capability and are higher in cost, but this should be offset by other costs coming in lower than originally bid.

6.         NEW BUSINESS

Traffic Issues

Fireworks 2011/Push Pull Parade – The Town Fireworks is scheduled for Monday, July 4th at Darien High School.  Town Hall has also approved the Push/Pull Parade to take place during the day on July 4th.  This obviously creates a problem regarding police coverage for both events.  Chief Lovello will meet with First Selectman David Campbell and Town Administrator Karl Kilduff to discuss this matter.

Entrance/Exit to Hale Lane – Motorists are oftentimes ignoring the signage to keep the driveway at Hale Lane clear when queued at the traffic light on Leroy Avenue.  Police will monitor the area in an effort to determine if any improvements can be made to remedy the situation.

False Alarm Fund/Asset Forfeiture Fund

Chief Lovello requested funds in the amount of $1,000 from the Asset Forfeiture account for the purpose of sending three officers to the New England Crisis Negotiators Conference which will be held in Massachusetts on April 25, 26, and 27.  Commissioner Johnson motioned to approve funds in the amount of $1,000 from the Asset Forfeiture account to cover expenses to send three officers to the New England Crisis Negotiators Conference, seconded by Commissioner Santarella.  All were in favor.  The time was 5:42 PM.

Chief Lovello requested funds in the amount of $519 from the Asset Forfeiture account to cover the cost of the annual update protection for the Department’s accident software.  Commissioner Johnson motioned to approve funds in the amount of $519 from the Asset Forfeiture fund to cover the cost of the annual update protection for the Department’s accident software, seconded by Commissioner Santarella.  All were in favor.  The time was 5:44 PM.

Chief Lovello advised the Commission that due to incorrect account postings, the False Alarm fund is currently showing a less than favorable balance.  Corrections have been made and the account should be showing a favorable balance in the near future.

Miscellaneous

Chief Lovello advised the Commission that the Board of Finance has completed its budget review which was conducted at Police Headquarters.

Oral interviews will be conducted by the Police Commission for certified entry level officers on March 30, 2011.

Discussion concerning the dog leash ordinance has been postponed by the Board of Selectmen until September 2011.

Commissioner Harrel commended Chief Lovello for his participation in the upcoming annual police memorial bicycle ride to Washington, DC.

7.         ADJOURNMENT

There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Santarella.   All were in favor.  The time was 5:52 PM.
