MINUTES

DARIEN POLICE COMMISSION

REGULAR MEETING

APRIL 4, 2012

1.         CALL TO ORDER

The 2,243rd meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters.  Commissioner Johnson, Commissioner Santarella, Chief Lovello, and Jan Lesko (Commission Secretary) were in attendance.  Commissioner Harrel monitored the meeting via telephone but did not introduce or vote on any motion.  The meeting was called to order at 5:00 PM.

2.         APPROVAL OF MINUTES

Commissioner Santarella motioned to approve the minutes of the regular meeting held on March 21, 2012, seconded by Commissioner Johnson.  All were in favor. The time was 5:03 PM.

3.         CORRESPONDENCE

There was no correspondence to review.

4.         DEPARTMENT ACTIVITY

The Department has been experiencing a quiet period.  While there have been a few domestic incidents, there have been no noteworthy crimes.  Several initiatives are going on:  four officers are attending Fairfield County Detective School, one officer is attending training for Computer Investigator, and we have three applicants for the School Resource Officer position.

5.         OLD BUSINESS

Police Department Building Project

Chief Lovello sent an email to George Reilly, Building Committee Chairman, regarding the need for lamp posts for pedestrian traffic in front of the Police Department.  Mr. Reilly will be appearing before the Board of Selectmen on April 9th.

6.         NEW BUSINESS

Amendment to General Orders

Chief Lovello requested that the Department’s General Orders be amended to include new promotional examination language regarding the option to use assessment centers for the ranks of Captain and Lieutenant.  Commission Johnson motioned to approve changing the language in the Department’s General Orders to include new promotional examination language regarding the option to use assessment centers for the ranks of Captain and Lieutenant, seconded by Commissioner Santarella.  All were in favor.  The time was 5:40 PM.

Traffic Issue – Boy Scout Tag Sale

Chief Lovello advised that the large crowds attending the Boy Scout Tag Sale are beginning to become unsafe for traffic and pedestrians.  To improve safety, Chief Lovello requested that one lane on West Avenue from Leroy Avenue to Noroton Avenue be closed and only one-way traffic would be permitted.  Commissioner Johnson motioned to approve the closing of one lane of West Avenue on Sunday, May 8th to accommodate the traffic and pedestrians at the Boy Scout Ta Sale, seconded by Commissioner Santarella.  All were in favor.  The time was 5:45 PM.

Traffic Issue - Road Events

Road events are being approved without input from the Police Department in terms of safety and logistics.  Also, some road events are approved without ample time for planning which could create safety risks.  Commissioner Johnson recommended that Chief Lovello address the Board of Selectmen regarding the implementation of 6-months’ notice for all road events.  Commissioner Santarella motioned to approve that Chief Lovello approach the Board of Selectmen regarding 6-months’ notice for all road events, seconded by Commissioner Johnson.  All were in favor.  The time was 5:50 PM.

Requests from False Alarm Account

Chief Lovello requested $1,400 from the False Alarm account funds to enroll four officers in the Fairfield County Detective School.  Commissioner Johnson motioned to approve the use of $1,400 from the False Alarm account to enroll four officers in the Fairfield County Detective School, seconded by Commissioner Santarella.  All were in favor.  The time was 5:55 PM.

Chief Lovello requested $5,000 from the False Alarm account funds to enroll Sgt. Lawlor and Officer Wallman in Defensive Tactic Training School to be held in San Diego.  Commissioner Johnson motioned to approve the use of $5,000 from the False Alarm account to enroll Sgt. Lawlor and Officer Wallman in Defensive Tactic Training School, seconded by Commissioner Santarella.  All were in favor.  The time was 6:00 PM.

Chief Lovello requested $750 from the False Alarm account funds to purchase promotional items to be used at Senior Center safety talks.  Commissioner Santarella motioned to approve the use of $750 from the False Alarm account to purchase promotional items for use at Senior Center safety talks, seconded by Commissioner Johnson.  All were in favor.  The time was 6:05 PM.

7.         ADJOURNMENT

There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Santarella.   All were in favor.  The time was 6:07 PM.
