MINUTES

DARIEN POLICE COMMISSION

SPECIAL MEETING

APRIL 7, 2011

1.         CALL TO ORDER

The 2,225th meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters.  Commissioner Johnson, Commissioner Santarella, Chief Lovello, Lt. Krois and Jan Lesko (Commission Recording Secretary) were present.  Commissioner Harrel is undergoing medical treatment in Florida and monitored the meeting via telephone but did not introduce or vote on any motion.  Channel 79 was present to record the meeting.  The meeting was called to order at 5:02 PM.

2.         APPROVAL OF MINUTES

Commissioner Santarella motioned to approve the minutes of the meeting held on March 16, 2011, seconded by Commissioner Johnson.  All were in favor. The time was 5:04 PM.

3.         CORRESPONDENCE

There was no correspondence to review.

4.         DEPARTMENT ACTIVITY

Chief Lovello reported that activity since the last meeting has been routine with nothing of note to report.  Two officers are on light duty maternity status and one officer is out with a non-work related injury.

5.         OLD BUSINESS

Leash Issue Update

On Tuesday, April 5th Chief Lovello met with Cecelia Mundt and Patti Baumgartner of DDogs for a general discussion of the proposed leash ordinance with respect to enforcement.

On Thursday, April 7th Chief Lovello met with Jane Branigan, Jayme Stevenson, Cecelia Mundt, Karen Armour, Mac Patrick, and Susan Graham for a general discussion of the proposed leash ordinance with respect to enforcement.  He reminded the contingent that all arguments need to go before the Parks and Recreation Commission.  The Chief also advised the group that he is opposed to having certain trails open at certain times as that is too difficult to enforce.  There is a meeting of the Parks and Recreation Commission scheduled for next Wednesday.

Police Department Building Project

Additional concrete was poured today which is approximately one week ahead of schedule. An OAT (Owner, Architect, Turner) meeting was held today with Chaz Browne, Mark Allen, George Reilly, Dave Hawes, Jeff Adams, and Chief Lovello.  Among items discussed were the review of invoices and removal of trees.  The steel delivery is scheduled for the second week of May.  The next regular Building Committee meeting is scheduled for May 20th at 3:00 PM.

Staffing Vacancy Update

The Police Commission interviewed three candidates on March 30th to fill one vacancy currently existing.  One candidate was chosen to proceed in the process.

Promotional Test Update

Oral interviews for the rank of Sergeant will be conducted on April 7th and 8th for 16 candidates.  Police Commission interviews are scheduled for May 3, 2011.

Fireworks 2011/Push Pull Parade Update

The Town Fireworks and the Push Pull Parade are both scheduled for July 4th.  Organizers have agreed that in the future the two events will not be scheduled for the same day.  The Chief will be attending a planning meeting next Thursday at Town Hall.  Thirty officers will be needed for the fireworks display and 10-15 officers for the Push Pull Parade.

6.         NEW BUSINESS

Traffic Issues

599 Post Road (Proposed Assisted Living Facility) – Lt. Anderson reviewed the plans submitted by Planning and Zoning and sees no negative impact regarding traffic.  Commissioner Johnson, on behalf of the Police Commission, approved the traffic memorandum from Lt. Anderson concerning the proposal for an assisted living facility at 599 Post Road.

7.         MISCELLANEOUS

Darien Police Association Award Dinner

Commissioner Harrel commended the Awards Dinner Committee for an outstanding job regarding the awards dinner held on March 31, 2011.  Commissioner Johnson commended the Darien Times for their excellent coverage of the event.

8.         ADJOURNMENT

There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Santarella.   All were in favor.  The time was 5:40 PM.
