DARIEN POLICE COMMISSION
JULY 18, 2012
1. CALL TO ORDER
The 2,247th meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters. Commissioner Johnson, Commissioner Harrel, Commissioner Santarella, Chief Lovello, and Jan Lesko (Commission Secretary) were in attendance. Channel 79 was also present, filming the meeting. The meeting was called to order at 5:00 PM. Commissioner Johnson noted this was the first Police Commission meeting to be held in the Department’s new Conference Room.
2. APPROVAL OF MINUTES
Commissioner Santarella motioned to approve the minutes of the regular meeting held on June 27, 2012, seconded by Commissioner Harrel. All were in favor. The time was 5:05 PM.
There was no correspondence to review.
4. DEPARTMENT ACTIVITY
The recent heavy rainfalls caused flooding even in places not previously prone to flooding. There were no significant events caused by the heavy rains. The Commission discussed approaching town officials regarding contacting state officials for the acquisition for a pump to alleviate flooding conditions at the railroad bridge on U.S. 1.
Five suspects have been arrested for the recent rash of residential and motor vehicle burglaries. A lot of property was recovered and it is believed that these suspects are also responsible for several burglaries in 8-9 other towns. Chief Lovello again emphasized the need for residents to keep their homes and motor vehicles locked.
There was a life saving event where a citizen went into cardiac arrest and officers were able to bring him back to life.
The Town’s fireworks display ran smoothly. Attendance was much heavier than the previous year.
5. OLD BUSINESS
Police Department Building Project
Turner is currently addressing the punch list problems. The elevator is operational. We are still waiting for the delivery of the street lamps.
6. NEW BUSINESS
Post Road – Proposed Traffic Improvement
It was agreed that this item would be tabled until Lt. Anderson can be present to review the SWRPA study for items and preliminary thoughts from a police perspective.
Leroy Avenue/Middlesex Road Crosswalk
Discussion was held regarding the possibility of reconfiguring the intersection of Leroy Avenue and Middlesex Avenue to a “T” formation which would make it safer for a crosswalk installation.
Education Increase – Officer Mauricio Vigil
Officer Mauricio Vigil recently completed his bachelor degree in Sociology and, per contract, is eligible for a salary increase. Commissioner Harrel motioned to approve an education increase in salary for Officer Mauricio Vigil, seconded by Commissioner Santarella. All were in favor. The time was 5:25 PM.
Merit Increase – Sgt. Keri Isaac
Effective July 19, 2012, Sgt. Keri Isaac will have completed one year since her promotion to Sergeant. Chief Lovello advised that Sgt. Isaac has performed admirably and recommended that she receive her merit increase to Step 2 effective July 19, 2012. Commissioner Harrel motioned to approve that Sgt. Keri Isaac receive her merit increase to Step 2 effective July 19, 2012, seconded by Commissioner Santarella. All were in favor. The time was 5:28 PM.
Requests from False Alarm Account
Chief Lovello requested $1,800 from the False Alarm account to cover the cost of training officers in Brazilian Jiu Jitsu at a gym in Norwalk which specializes in this type of training. Commissioner Santarella motioned to approve the use of $1,800 from the False Alarm account to cover the cost of training officers in Brazilian Jiu Jitsu, seconded by Commissioner Johnson. All were in favor. The time was 5:35 PM.
Chief Lovello requested funds not to exceed $7,000 from the False Alarm account to cover the costs of sending three officers to a week-long seminar at the University of New Haven. The subject of this seminar is Innovations in Police Leadership and several of the speakers are world renowned. The seminar will take place August 6-10, 2012. Commissioner Harrel motioned to approve the use of up to $7,000 to cover the costs of three officers attending this seminar at University of New Haven, seconded by Commissioner Santarella. All were in favor. The time was 5:40 PM.
7. EXECUTIVE SESSION
Commissioner Harrel motioned to enter Executive Session for the purpose of discussing a personnel matter, seconded by Commissioner Santarella. All were in favor. The time was 5:41 PM. The Police Commissioner reconvened in Public Session at 5:47 PM.
There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Harrel. All were in favor. The time was 5:48 PM.
