DARIEN POLICE COMMISSION
MAY 15, 2013
1. CALL TO ORDER
The 2,260th meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters. Commissioner Johnson, Commissioner Harrel, Chief Lovello, Capt. Pavia, Sgt. Marron, and Jan Lesko (Commission Secretary) were in attendance. The meeting was called to order at 5:03 PM.
2. APPROVAL OF MINUTES
The minutes of the meeting held on April 17, 2013 were accepted as presented, approved by Commissioner Johnson. All were in favor. The time was 5:05 PM.
A letter received from Darien resident A. Senese commending the services of Lt. Anderson pertaining to a stolen sign was acknowledged by the Commission.
A letter received from Hindley School Principal Rita Ferri commending the services of Officer Wallman in his role as the School Liaison Officer was reviewed. The Commission acknowledged the excellent service of Officer Wallman.
4. DEPARTMENT ACTIVITY
Chief Lovello reported that domestic violence incidents have increased in the past month. This past week three power lines were accidentally torn down by construction crews working on Brook and Day Streets. These lines have since been repaired.
Officer Thomas J. Whyte was recently awarded the Gold Medal of Excellence in Criminal Justice award from Sacred Heart University where he completed his Masters degree in Criminal Justice.
The annual Kenneth Bateman Blood Drive will be held on Wednesday, May 22nd at the Piedmont Club.
The annual Darien Police Department Open House will be held on Sunday, June 2nd.
Lt. Osborne will be attending the three-week Senior Management Institute for Police course at the Kennedy School of Government.
Sgt. Cirillo will be attending the Police Leadership Institute at Sacred Heart University every Friday for the next five weeks.
Accident statistic reports were provided to the Commission for their review. The report is a compilation of location specific data coupled to causal factors to better target enforcement and bring down the accident rate. Chief Lovello acknowledged the effort of Sgt. T. J. Moore in creating the reports.
The April monthly report from School Resource Officer Palmieri was provided to the Commission for their review.
Capt. Pavia addressed the Commission regarding security at the Memorial Day Parade and other major events such as the Town Fireworks and the Push/Pull Parade. In light of recent events in Newtown and Boston, extra precautions will be taken in the interest of public safety.
5. OLD BUSINESS
There was no new business to review.
6. NEW BUSINESS
A request was received from the Darien Library for permission to install a generator in the rear corner of the library parking lot adjacent to the Police Department property line. Said generator would be located next to the Police Department generator. Commissioner Johnson motioned to grant permission to the Darien Library to locate their generator on their property next to the location of the Police Department generator, seconded by Commissioner Harrel. All were in favor. The time was 5:35 PM.
On behalf of the Department’s Uniform Committee, Sgt. Marron presented two items of apparel which the Uniform Committee would like to add as approved uniform items. The first item was a navy blue fleece skull cap which comes in two sizes and would be labeled Darien Police. The second item was a three-season zip-front jacket with high visibility markings. On the back in large lettering it reads “POLICE”. The commission was in agreement that the lettering should read “DARIEN POLICE” rather than simply “POLICE”. Sgt. Marron will contact the supplier to see how that change can be implemented. Commissioner Harrel motioned to approve the skull cap and three-season jacket as uniform items, seconded by Commissioner Johnson. All were in favor. The time was 5:45 PM.
Chief Lovello requested the use of approximately $25,000 from the False Alarm account to purchase new duty weapons. There are significant jamming issues with the Glocks that are currently in use and despite attempts to remedy the situation with the manufacturer, the guns are still jamming and thus creating a safety issue. This request from the False Alarm account would allow the purchase of 55 Sig Sauer .357 weapons plus holsters. Commissioner Johnson motioned to approve the use of approximately $25,000 from the False Alarm account to purchase 55 Sig Sauer .357 duty weapons plus holsters, seconded by Commissioner Harrel. All were in favor. The time was 5:55 PM.
There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Harrel. All were in favor. The time was 6:00 PM.
The meeting scheduled for Wednesday, June 5, 2013 has been cancelled.
The next meeting of the Darien Police Commission will take place on Wednesday, June 19, 2013 at 4:00 PM at Police Headquarters.
