On 02-03-10 the Darien Police Department conducted a second sting operation at a residence in Darien involving a chimney cleaning service. Representatives from All City Chimney, 178 Nims Ave, West Babylon, N.Y., arrived at a residence in Darien and attempted to sell a 72 year old resident repairs to his chimney that were not properly permitted.
The Darien Police Department had received a similar type complaint involving “All City Chimney” in October of 2009. At that time an 82 year old resident reported that representatives from All City Chimney came to his residence and charged him in excess of $15,000 for repairs to his chimney that were improperly performed and not properly permitted.
Subsequent to today’s investigation, the following subjects were arrested:
1. Christopher Cullen 30 years of age

2. Thomas Musial 20 years of age
6 Nims Ave.
West Babylon, NY
Each subject was charged with: Larceny 2nd of a Victim Over 60, Failure to Provide Notice of Cancellation, Failure to Provide Duplicate Notice of Cancellation, Failure to Orally Notify Notice of Cancellation, Impersonating a Registered Home Improvement Contractor, Offering Home Improvement Without Registration, Failure to Posses/Display Connecticut Sales Tax Permit, Failure to File Trade Name Certificate and Performing Occupational Trade Work Without a License.
An active arrest warrant was found for Christopher Cullen originating from the Greenwich Police Department. The charges on the Greenwich warrant were Larceny 4th and assorted home improvement violations. Cullen is currently being held at the Darien Police Department on a $25,000 bond.
An active arrest warrant was also found for Thomas Musial originating from the New York Suffolk County Police Department. Subsequently, Thomas Musial was also charged with Fugitive From Justice and is currently being held at the Darien Police Department on a $125,000 bond.
The “All City Chimney” arrests come one week after an investigation in which Darien Police arrested representatives from the “Priority Home Improvements” company for committing similar criminal violations.
